The virus was just the cherry on top of the cake, that 1 year old computer's ram died (that's a sad life expectency). I found out the issue in the end, one of the RAM prevents the computer from booting anything, it gives error to any attempt at anything. I had tried multiple flash drive with different OS and nothing would work. I had tried GPT during uefi boot and MBR during legacy bios boot since you backed up your stuff already. It kept giving me errors when trying to boot from keys and it was saying c:windows/system32 is missing or corrupt or file certificate couldn't be verified. Try booting from that USB flash drive with UEFI bios mode with the hard drive in, if that fails disable UEFI secure boot features, and try again. You can use this to format/wipe the drive ( diskpart).
